regarding the draft 2026 Water Conservation Plan. Myrna Groomer with the Public Works Department introduced Rochelle Plaizier and Keith Larson with Bowen Collins & Associates, who provided an overview of the draft document.\\par\r\n\\par\r\nCouncil convened a short recess to address a technical issue with the virtual meeting and recording.\\par\r\nCouncil recessed at 5:25 pm.\\par\r\nCouncil reconvened at 5:31 pm.\\par\r\n\\par\r\nFollowing the recess the presentation continued. Every five years the City is required by Utah State to update the Water Conservation Plan. They provided an overview of historic water uses and conservation goals and practices and spoke about responsible stewardship of our water. Current efforts by city staff and residents have been effective in achieving a significant amount of water conservation. Per capita water use is greatly reduced from where it was in 2000. Additional conservation measures can be implemented to further reduce water use to achieve the city's goal of 50 gallons per capita day (gpcd). They reviewed conservation goals with milestones through 2065. They also reviewed how the reduction in water use impacted water rates and estimated a savings of approximately $440 per household. They provided an overview of Conservation Public Awareness Practices implemented by the City and staff and spoke about the need to continue conservation efforts. The reviewed the timeline for the review and adoption of the 2026 Water Conservation Plan which needed to be submitted to the state by 12/31/2026.
