She was opposed to the rezone to agriculture.  \\par\r\n\\par\r\nDebbie Judd lived next to the applicant. She was opposed to the rezone. The lot is too small for animals and too close to the neighbors. There is not enough room.\\par\r\n\\par\r\nMatthew Grant spoke in favor of rezone. He was the applicant. The agricultural designation requested was the same designation of many of the surrounding properties. He thanked the Council for their consideration.\\par\r\n\\par\r\nAdele Clark was opposed to the rezone. She has already removed four rats from her property. The neighbors's lambs are right by her greenhouse. The immediate neighbors were opposed to the rezone.\\par\r\n\\par\r\nSteve Van Maren requested Dustin Fratto to read his comment: He was opposed to the rezone. Psomas was hired by the City to lead the comprehensive update to the city's development code. The Pace of Progress General Plan was adopted in 2025. The development code is the City's blueprint for building. Following the adoption of the Pace of Progress General Plan, the development code needed to be updated to reflect and align with the general plan. Mr. Hupp reviewed five ways the code gets better and he reviewed each in greater detail with the Council and Planning Commissioners.\\par\r\n      1. Easier to understand\\par\r\n      2. Better planning\\par\r\n      3. More housing choices\\par\r\n      4. Better community design\\par\r\n      5. Better process\\par\r\n\\par\r\nMr. Hupp also reviewed next steps which include: drafting in stages, public review and public hearings. Every draft is posted publicly as it is released. The public is encouraged to provide feedback. Open houses are planned to gather community feedback. Staff responded to questions regarding Extended Living Areas, minimum lot size requirements, maximum building coverage, setbacks, and building heights. She sees the ability to build an ADU on her property for daughter and her family as an excellent opportunity to help them and would allow her to age in place and stay in her home because she would have help.\\par\r\n\\par\r\nEmma Glende was a city planner. She provided comments on ADU requirements and had questions on the set back requirements. \\par\r\n\\par\r\nAdele Clark said her son was a 100% disabled vet and living in her basement. To have the opportunity to build an extended living area with a garage for her son would be a gift for her son.
