Louis Construction of Texas, Ltd. \n\nPROJECT PURPOSE\nThe existing pipeline segment along Custer Road to Plano No. 3 has required an increasing level of leak repairs in recent years.\nThis project, Water Line B approximately 9,100 linear feet of 36-inch water pipeline, replaces aging infrastructure and appurtenances serving Plano No. 3 to improve reliability and maintenance accommodation.\nIn addition to Plano No. 3, the proposed pipeline will also connect the future Shiloh System Ground Storage Tank, currently undergoing improvements under Project No.101-0472-17, which was awarded construction by Administrative Memorandum No. 25-6180 in September 2025.\n\nPROJECT COMPONENTS \n9,100 linear feet (LF) of 36-inch water pipeline and appurtenances\nConnection at Plano No. 3 on 15th Street east of Custer Road\nConnection at intersection of Renner Road and Custer Road to the existing Plano West Side Pipeline \nStub out at future Shiloh System Ground Storage Tank\n\nPROPOSED CHANGE ORDER\nPCO-012 - Additional services are needed for the resolution with City of Plano on the quantities for permanent paving along Dolphin Drive, Pitman Drive, and Custer Road – three roadways impacted by the 36-inch Plano West Side Pipeline. During pipeline installation along Custer Road, concerns were raised regarding the safety of the approved traffic control plan and compliance with City ordinances. Revisions to the traffic control plan were subsequently implemented to improve work-zone safety, provide the contractor with additional working space, and facilitate more efficient construction while minimizing impacts to the traveling public. \nFollowing construction, City and NTMWD staff reviewed the contractor’s proposed repaving plan and identified several revisions necessary to address existing conditions in areas adjacent to the pipeline installation. Additional coordination and technical support are therefore needed to reconcile the permanent paving quantities and finalize the paving requirements for Dolphin Drive, Pitman Drive, and Custer Road in accordance with the City’s requirements..\n\nCHANGE ORDER NO. 5\n\nDescription\t\t\t\t\t\t\t\tAmount\t\tDays\nOriginal Contract\t\t\t\t\t\t\t$17,455,447\t\t600\nPrior Change Order(s) Total\t\t\t\t\t$1,425,136\t\t71\nProposed Change Order No. 5\t\t\nPCO 012 – Resolution with the City of Plano \t\t\t$849,457\t\t125\nand restoration of permanent paving along \nDolphin Drive, Pitman Drive, and Custer Road \t\t\nProposed Change Order No. 5 Amounts (Increase)\t$849,457\t\t125\nRevised Contract Amounts\t\t\t\t\t$19,730,040\t\t796\n\nFUNDING \n\nFunding to S.J.
