Over time, each facility has developed its own membership rates, pass types, eligibility requirements, and benefits. This has resulted in a complex membership structure that can be difficult for bother customers and staff to understand and administer.\n\nThe Department has also received feedback from members requesting the ability to use their membership at multiple recreation facilities. Establishing an all-access membership would address this request while providing customers with greater flexibility to utilize the recreation center that meets their needs.\n\nAs part of this review, the Department evaluated the current membership rates and the value provided through each facility. While the City has historically maintained relatively low-cost recreation memberships to promote accessibility, the proposed membership structure is intended to maintain that commitment while providing additional value to members through access to three recreation centers under one membership.\n\nThe proposed change would simplify the membership structure, make it easier for customers and staff to understand and administer, provide members with greater access and flexibility, and create a more consistent membership experience across the City’s recreation centers. The proposed rates have been developed to remain accessible while better aligning the cost of membership with the expanded access and value provided.\n\t\n\nFINANCIAL SUMMARY: \n\tN/A\n\nBOARD OR COMMISSION RECOMMENDATION:\n\tN/A\n\n\n","MatterTextRtf":"{\\rtf1\\fbidis\\ansi\\ansicpg1252\\deff0\\deflang1033\\deflangfe1033{\\fonttbl{\\f0\\fswiss\\fprq2\\fcharset0 Arial;}{\\f1\\froman\\fprq2\\fcharset2 Symbol;}{\\f2\\fswiss\\fprq2\\fcharset0 Aptos;}}\n\\viewkind4\\uc1\\pard\\ltrpar\\nowidctlpar\\qj\\b\\f0\\fs24 ..Title\\par\n\\b0 Consider/Discuss/Act on Adjusted Membership Structure and Rates for the City Recreation Centers: Recreation Center at Towne Lake, Old Settlers Recreation Center, and Senior Recreation Center, Pursuant to Sec. 74-101 of the Code of Ordinances of the City of McKinney, Texas\\i\\par\n\\i0\\par\n\\b ..Summary\\par\n\\par\n\\pard\\ltrpar\\nowidctlpar\\tx2160 COUNCIL GOAL:\\tab\\b0 Financially Sound Government\\par\n\\pard\\ltrpar\\nowidctlpar\\li2160\\tx2160 (4.2: Providing funding and organization framework to ensure continual economic improvements.)\\par\n(4.3: Balance resources generated by property taxes, sales taxes, hotel occupancy tax and fees.)\\par\n(4.4: Create financial plans for future growth as well as future maintenance.)\\par\n\\pard\\ltrpar\\nowidctlpar\\tx2160\\b\\par\nMEETING DATE:\\tab\\b0 November 3, 2026\\par\n\\b\\par\nDEPARTMENT:\\b0 \\tab Parks & Recreation\\b\\par\n\\par\nCONTACT:\\b0 \\tab Amy Kinkade, Parks & Recreation Director\\par\n\\pard\\ltrpar\\nowidctlpar\\tx2160\\tx2880\\par\n\\pard\\ltrpar\\nowidctlpar\\tx2160\\b\\par\n\\pard\\ltrpar\\nowidctlpar\\qj RECOMMENDED CITY COUNCIL ACTION:\\tab\\par\n\\pard\\ltrpar\\nowidctlpar\\fi-360\\li720\\tx720\\b0\\f1\\'b7\\tab A\\f0 pprove proposed membership structure and rates.\\b\\par\n\\pard\\ltrpar\\nowidctlpar\\li360\\par\n\\pard\\ltrpar\\nowidctlpar\\qj ITEM SUMMARY: \\par\n\\pard\\ltrpar\\nowidctlpar\\fi-360\\li720\\qj\\tx720\\b0\\f1\\'b7\\tab\\f0 Eliminate the current individual facility membership structure and establish a single, all-access recreation membership that provides members with access to all three City recreation centers.\\par\n\\pard\\ltrpar\\nowidctlpar\\li360\\qj\\par\n\\pard\\ltrpar\\nowidctlpar\\b BACKGROUND INFORMATION: \\b0 \\par\n\\pard\\ltrpar\\nowidctlpar\\fi-360\\li720\\qj\\tx720\\f1\\'b7\\tab\\f0 McKinney Parks & Recreation currently offers separate membership structures at the Recreation Center at Towne Lake, Old Settler\\rquote s Recreation Center, and Senior Recreation Center.
