The Affordable Housing Scorecard (“Scorecard”) provides a uniform metric that can be used across all three granting entities when considering affordable housing developments seeking tax exemptions/partnerships. Using the Scorecard helps to ensure partner projects meet the shared affordable housing goals of the city.\n\nIn collaboration with MHA and the McKinney Front Porch group, Staff has reviewed and updated certain criteria in the Scorecard. The proposed updates aim to incorporate new state legislation from House Bill 21 (89th Session), policies in the Texas Department of Housing and Community Affair’s 2026 Qualified Allocation Plan, and the prioritization of single family residential developments as partnership projects. \n\nSpecifically, the proposed updates include the following:\n\nCategory\n\tOriginal\n\tProposed\n\t\n\tAmount of Affordable Units\n\tMinimum requirement: 50% of the total units at an affordable rate\n\tNo change\n\t\n\tAffordability Level\n\tMinimum requirement: 5% of the total units at 30% AMI%\n\tIncreased minimum to 10% of the units at 30% AMI\n\t\n\tHousing Type\n\tLimited to rental projects\n\tReduce the number of points for multi-family projects to encourage single-family projects\n\t\n\tRent Saving to Tax Exemption Ratio\n\tPrioritized projects with more than $1.00 in rent savings for every $1.00 in McKinney tax exemptions\n\tMinimum requirement: $0.50 in rent savings for every $1.00 in total tax exemptions\n\t\n\tGranting Entity Benefit (one-time)\n\tPrioritized projects with more than $1 million in one-time payments\n\tNo change\n\t\n\tGranting Entity Benefit (recurring)\n\tPrioritized projects with more than 5% of the total tax exemption in recurring payments\n\tNo change\n\t\n\tLocation\n\tPrioritized west side\n\tReduced the number of points to prioritize other categories\n\t\n\tProject Type\n\tPrioritized rehabilitation projects\n\tRemoved acquisition projects with no improvements and reduced the number of points to prioritize other categories\n\t\n\t\nBACKGROUND INFORMATION: \nOn February 18, 2025, City Council approved the initial Affordable Housing Scorecard. On March 14, 2025, MHFC approved the initial Affordable Housing Scorecard. \n\nThe Scorecard is part of a two-step review process that includes an initial review to see if the minimum Scorecard thresholds are met followed by a more detailed quantitative analysis of the benefits of the proposed tax-exempt housing project. \n\nSince adoption, the following tax exemption partnership projects have been presented to the City Council for consideration:\n\nProject\n\tTotal Units\n\tAffordability\n\t\n\tCotton Mill Phase 1\n\t257\n\t129 (50%)\n\t\n\tFranklin Branch\n\t288\n\t288 (100%)\n\t\n\tSkyway Villas\n\t233\n\t233 (100%)\n\t\n\tTorrington Terry\n\t394\n\t394 (100%)\n\t\n\t\nFINANCIAL SUMMARY: \nTexas Local Government Code Chapters 303, 392, and 394 enable municipalities, counties and certain other agencies to provide tax exemptions for projects that provide affordable housing without prior approval from the taxing entity.\n\nGranting entities providing tax exemptions are also able to receive financial benefits in the form of fees and lease payments.
