No. 2021-01-006) requires that a specific use permit be granted in order for a Minor Vehicle Repair to be operated on the subject property.\n\nAPPLICATION SUBMITTAL DATE:\tJuly 20th, 2026 (Original Application)\n\t\t\t\t\t\tAugust 17th, 2026 (Revised Submittal)\nAugust 27th, 2026 (Revised Submittal)\n\nEXISTING ZONING AND LAND USES:\n\nLocation\n\tZoning District (Permitted Land Uses)\n\tExisting Land Use\n\t\n\tSubject Property\n\tPD Ord. No. 2021-01-006 (Single Family Residential)\n\tSingle Family Residential (Painted Tree Village North, Phase 1A)\n\t\n\t\nSPECIFIC USE PERMITS: When acting on a request for a specific use permit, the following factors should be considered: \n\nCompatibility with adjacent and neighboring land uses in the immediate area\n\nAdaptability of building structures to the proposed use\n\nInfrastructure requirements: roads, sidewalks, access to public streets, parking, and drainage\n\nElements such as screening, open space, building heights, and compatibility of existing buildings to the proposed use\n\nStaff has evaluated the request based on the above-mentioned parameters and feels that the site is appropriate for the proposed use and is compatible with existing land uses of the adjacent properties.\n\nThe applicant is proposing to develop Minor Vehicle Repair (Local’s Auto) on a designated commercial tract within the Painted Tree Planned Development. This location is at the hard corner of two major arterials, and adjacent to existing commercial to the south and future retail to the east. \n\nTo minimize adverse impacts on the neighboring single-family residential use to the west, the applicant is proposing an 84’ building setback buffer between the single-family use and the proposed development, exceeding the required 30’ residential adjacency setback. Additionally, the applicant is proposing additional canopy trees within the required 20 ft. landscape buffer and parking lot adjacent to the buffer, to provide enhanced screening in addition to the existing masonry screening.\n\nThe site is orienting their bays for auto servicing away from the single-family and instead will face both Wilmeth Road and the existing shopping center. The and bays will be screened with a door that is finished with glass and shall be constructed to appear as a window when closed. Additionally, they will be required to provide street buffer trees at an increased rate of 1 tree for every 30 linear feet of right-of-way along the Wilmeth Road frontage. \n\nThe proposed development complies with all site-specific, zoning, and use requirements outlined within the City of McKinney’s Unified Development Code (UDC), including building height, parking, vehicle stacking, landscaping, and screening. \n\nGiven the site’s location at the hard corner of two major arterials and its compliance with all applicable City criteria, Staff finds the SUP request appropriate for this location and should not adversely impact any adjacent properties.\n\nAs such, staff recommends approval of the SUP request. \n\nSITE LAYOUT: The attached exhibit provides a general layout of the proposed building as well as the associated parking and internal site circulation. The site circulation, parking, and sanitation requirements are in general conformance with the Zoning Ordinance. \n\nACCESS/CIRCULATION:\t \n\nAdjacent Streets:\n\tWilmeth Rd., 120’ Right-of-Way, Greenway Arterial\n\nHardin Rd., 140’ Right-of-Way, Greenway Arterial\n\t\n\t\nOPPOSITION TO OR SUPPORT OF REQUEST: Staff has received no letters of support for this request and no letters of opposition.
