These services will include rentals of kayaks, canoes, and/or stand-up paddle boards to lake visitors daily. The concessionaire will issue life vests with each rental and will maintain a motor-powered boat onsite to ensure the safety of its clients. Additionally, the concessionaire will be responsible for furnishing, maintenance, and storage of all equipment under this contract. The concessionaire will also provide minor capital improvements and repairs.\n \nUnder the terms of these concessions the concessionaire will pay 22 percent of the annual gross revenue generated at the watercraft rental operation service to the Park & Recreation Department.\n\nA four-member committee from the following departments reviewed and evaluated the qualifications:\n\nDallas Fire-Rescue Department\t\t(1)\nDallas Water Utilities Department\t\t(1)\nPark & Recreation Department\t\t(1)\nOffice of Procurement Services\t\t(1)*\n\n*The Office of Procurement Services evaluated cost and local preference.\n\nThe committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:\n\nCost and timeframe\t\t\t\t35 points\nApproach \t\t\t\t\t30 points \nExperience\t\t\t\t\t30 points\nLocal Preference Program\t\t\t  5 points\n\nAs part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.
