Following extensive coordination and community engagement among UPRR, the City of Dallas, the North Central Texas Council of Governments (NCTCOG), and the Joppa community since 2015, the community agreed to support the crossing closure in exchange for construction of an Americans with Disabilities Act-compliant pedestrian bridge parallel to the existing vehicular bridge, improvements to the Carbondale Road ramping arrangements at Loop 12 (Great Trinity Forest Way), and landscape beautification along Carbondale Street. \n\nIn 2021, the City Council authorized Advance Funding Agreements accepting approximately $4.87 million in federal Congestion Mitigation and Air Quality Improvement Program funds through TxDOT to advance these improvements, as well as an agreement with UPRR for its contribution of $1,000,000.00 toward construction of the new pedestrian bridge. \n\n\n\n\nOn April 13, 2022, the City Council authorized a professional engineering services contract with Criado & Associates, Inc., to provide engineering services for the development of schematics, environmental design plans, and associated design elements for the project known as “Joppa Neighborhood Pedestrian Improvements” to include a pedestrian bridge over Union Pacific Railroad’s Dallas Yard Rail Line along Linfield Road, landscape improvements along Carbondale Street (CSJ 0918-47-310), and intersection improvements at Carbondale Street and Great Trinity Forest Way (Loop 12) (CSJ 0581-01-157) by Resolution No. 22-0552.\n\nAs project design nears completion and prior to commencing construction activities, it is necessary to execute this Public Pedestrian Overpass Agreement with UPRR to ensure access within UPRR’s right-of-way is properly coordinated, all construction efforts within UPRR’s right-of-way are performed in accordance with UPRR’s requirements, and the relocation of affected utility poles is coordinated as outlined in the agreement. \n\nThis action will authorize a Public Pedestrian Overpass Agreement with Union Pacific Railroad Company (UPRR) for construction and project management work to be performed by UPRR in conjunction with the City of Dallas for the construction, maintenance, and repair of the new Joppa Community Pedestrian Bridge over the Dallas Yard Rail Line, adjacent to Linfield Road in the Joppa community, within UPRR’s right-of-way, in an estimated amount of $523,326.00, with the City being responsible for all cost overruns associated with this project.\n\nESTIMATED SCHEDULE OF PROJECT\n\nBegan Design\t\tJune 2022\nComplete Design\t\tDecember 2026\nBegin Construction \t\tMarch 2027\nComplete Construction \tJune 2030\n\nPRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)\n\nOn October 13, 2020, the City Council authorized an agreement with Union Pacific Railroad (UPRR), for the permanent closure of the Linfield Road at-grade vehicular and pedestrian crossing;
