The review criteria and scoring factors were: comprehensive explanation of project purpose, target populations, service delivery and outcomes (25 points); measuring progress (5 points); service delivery capabilities (25 points); past performance (10 points); ability to expend City funds in a fiscally responsible manner (15 points); proposed work plan (20 points); and a potential 10 points for local, small, veteran owned, or pay equity preferences. The RFP can be reviewed at this link.  \r\n\r\nHHH received one proposal from Homewise and recommended the award to that agency, noting that Homewise met all the threshold requirements, scored well, and had experience administering this type of program. Services will include:\r\n\r\n1. Provide grants to qualified homeowners for minor and major home repairs, up to \r\napproximately $50,000 per household.\r\n2. Income-qualify applicants to ensure they do not exceed 80% of the Area Median \r\nIncome (AMI). \r\n3. Verify that the applicant resides in the pocket of poverty. \r\n4. Verify that the applicant resides in the home for which repairs will be completed. \r\n5. Conduct rehabilitation work in accordance with rehabilitation standards developed by \r\nthe nonprofit and approved by the City.\r\n6. Obtain contractors, in compliance with all applicable procurement rules, to conduct the \r\nrequired repairs. \r\n7. Maintain administrative costs that are reasonable to the services being provided.\r\n8. To the maximum extent possible, promote home energy efficiency and/or water \r\nconsumption reduction with the required repairs. \r\n9. HHH reports that this was due, in part, to significant scheduling conflicts including the requirement that a member of the Housing and Neighborhood Economic Development Fund Committee be included on the review panel.  \r\n \r\n2. HHH had previously contracted with Homewise for the American Rescue Plan Act \r\n(ARPA) Neighborhood Opportunity Grants Home Program, a similar home rehabilitation program. That contract ends June 30, 2026. Council staff requested data from Homewise on the outcomes for that program. A spreadsheet showing the breakdown of projects, the Council District, the type of repair, and the amount of each repair is attached as Attachment A (updated) to this writeup. Homewise sent the updated spreadsheet on July 24, noting that it had completed the ARPA program and wanted to share the final data on the program expenditures and measures completed. A total of $2.8 million was completed in home repairs.\r\n\r\n3. During FGO, one of the Committee members asked about whether Homewise was \r\nfunded through the PATCH Ordinance, Section 14-27-1 et seq.  HHH responded that it was not. The Homewise contract is funded through the Housing and Neighborhood Economic Development Fund, the Pocket of Poverty and Housing and Economic Development Ordinance 4-2-2-1 (HNDEF). While the two Ordinances address rehab for housing owned by low-income individuals, the PATCH anticipates future funds coming in for projects, while the HNDEF has a source of funding.  HNDEF uses the proceeds from the repayment of the City loan of Urban Development Action Grant funds to Albuquerque Plaza Partners and El Encanto, Inc.  Any fund income and interest from the loan repayment are appropriated based on a ten year comprehensive neighborhood development plan, the last one being in EC-22-140.\r\n\r\n4.
