These reports are required by O-22-47 which mandated that the Administration initiate a multi-pronged security approach to transit security and that the Transit Department submit quarterly statistics reports on calls for service to ABQ RIDE motorcoaches, Sun Van paratransit vehicles, and the bus stops and stations of the City of Albuquerque Transit Department. This is the 8th Quarterly Security Report transmitted to the City Council quarterly since July 2024 and contains comprehensive security data tables required by O-22-47. The tables include ABQ RIDE security data and incident reports from Albuquerque Police Department, Albuquerque Community Safety, and Albuquerque Metro Security.  This report is the second Quarterly Security Report provided by the Transit Department that compares quarterly data on an annual basis. This comparison better highlights the progress of the multi-pronged security approach in ensuring safety on buses. Below are key insights provided by the Transit Department when comparing Q3 FY 26 to data from the previous Q3:\r\n•\t21% decrease in safety calls due to fewer incidents.\r\n•\tClass A calls (more serious calls) reflect around 1-2% of total calls.\r\n•\tThe top two Class A categories are vandalism and fire which account for 68% of the \r\nClass A calls.\r\n•\tThe number of Class A incidents decreased by 39% in Q3 FY26 than the previous Q3.\r\n•\tBoth reactive and proactive call volume decreased due to an overall decrease in security calls.\r\n•\tPer 100,000 passenger boardings, there is an average of 4 Class A incidents.\r\n•\t7% increase in total calls by APD reflects the transition to TSOs as ABQ RIDE's primary safety partner.\r\n•\tACS presence responses doubled with a 101% increase.\r\n•\t94% decrease in Metro Security calls demonstrates the shift from Metro Security as ABQ RIDE's primary safety partner to APD's TSO team.\r\n•\tSlight increase in calls at bus stops can be attributed to increased TSO presence around the city in Mobile Units.\r\n•\tThere is no 'by-bus' or 'by-route' data available from APD, ACS, or Metro Security per data collection challenges.\r\n•\tSubstantial reduction of 73% in security calls at transit centers can be attributed to Metro Security no longer monitoring the Alvarado Transportation Center 24/7.\r\n\r\nAnalysis: The table below provides a comprehensive comparison between Q3 FY 26 to data from the previous Q3.\r\n\r\n(See table on write-up)\r\n\r\n•\tMore information on Transit’s recent security initiatives are available online at \r\nhttps://www.cabq.gov/transit/safety.\r\n\r\nOperational Updates\r\n•\tStaffing Analysis: The City is currently budgeted for 10 PSA’s, 27 TSO and 3 Transit \r\nsafety sergeants. APD has 5 PSA’s, 24 TSO and 3 Sergeants currently filled, with 3 vacancies remaining. APD anticipates being staffed at 26 TSO’s in March and will have the PSA’s backfilled as there are several moving from PSA to TSO. The City continues to staff the ATC 24/7 with Schimmel Security as well as using Guardaworld Security for on bus security and platform security. Currently 30 security guards are assigned to the ART Line and the Route 66 Line; 8 guards are assigned to 4 of the ART Platforms on Central and 6 guards are used to cover the Uptown Transit Station.\r\n•\tLong-Range Security Plan Updates: By-route” data is not included in this security \r\nreport. The reason for the difficulty in collecting this data is data collection methods include corridors and parts of the city, but not bus routes.  Per the Albuquerque Long-Range Transit Security Plan by Parametrix, future data will be collected “by-corridor.”  With this data, TSO's will be able to more strategically deploy its mobile units across Albuquerque with a proactive safety presence where the data shows a higher concentration of incidents.  This new data collection method is scheduled to be fully implemented on July 1, 2026.  The reason for corridor data instead of route data is because there could be multiple routes on a single corridor, thus, making it difficult to determine where security incidents are taking place.  \r\n\r\nFiscal Impact: There is no direct fiscal impact associated with this EC, but there is an indirect fiscal impact associated with the implementation of various FY26-FY27 Long-Range Security Plan initiatives (listed above).  Below is a breakdown of the cost of implementing the various components of the Plan:\r\n•\tTransit has $1.3 million in contracted security that we are using for Guardaworld and \r\nSchimmel.  As APD fills vacancies for TSO, Transit can move over this funding to APD and reduce funding for contracted security.  To employ 87 TSO/sergeants for the full Long- Range Plan, APD would need an estimated additional $2.4 million in funding.  The City needs 43 more TSO’s and 4 more sergeants budgeted to reach the full plan.\r\n\r\nKey Dates: \r\n●\tPer O-22-47, the Transit Department is required to submit security reports to Council \r\non a quarterly basis starting the 4th quarter of FY24.
