The Metropolitan Redevelopment Agency will administer and oversee the agreement.  The Agreement facilitates the conveyance of the property located at 907 4th St. SW—within the Barelas Metropolitan Redevelopment Area—to the City for the purposes of redeveloping the property into a Home Health Aide Training Center supported through $307,800 in State Capital Outlay funding appropriated by the New Mexico Legislature.  \r\n\r\nAnalysis: The proposed project consists of the development of a 1,000-square-foot Home Health Aide Training Center that will include classroom and demonstration space, restrooms, and a model residential structure with a functional kitchen and simulation bathroom for workforce development and training, and community programming associated with home health-aid services.\r\n\r\nThe City was awarded a total of $307, 800 in State Capital Outlay appropriations to support the project, as requested by La Plaza De Encuentro Gathering Place ($217,000 appropriated in 2021 and $90,000 appropriated in 2023). Like all Capital Outlay, the City will act as the fiscal agent and process reimbursement requests. \r\n\r\nThe proposed agreement advances the goals of the Barelas Metropolitan Redevelopment Plan by supporting entrepreneurial development, workforce training, and community-serving programming within the Barelas neighborhood. The project site, located at 907 4th Street SW, has been identified as an opportunity site for redevelopment and community investment within the adopted redevelopment plan.\r\n\r\nKey Terms of the Development Agreement:\r\n•\tAuthorized City Representative: Director of the Metropolitan Redevelopment Agency, or designee.\r\n•\tTerm: Effective May 1, 2026, and continuing for ten (10) years following satisfactory completion of all Developer obligations.\r\n•\tProject: Development and operation of a Home Health Aide Training Center at 907 4th Street SW.\r\n•\tProperty Ownership: The property will be conveyed to the City and leased back to the Developer through a Ground Lease for the duration of the agreement term.\r\n•\tConstruction Timeline: Construction must be completed within twenty-four (24) months from the effective date, unless extended by the City.\r\n•\tFunding: $307,800 in State Capital Outlay funding administered by the City as fiscal agent.\r\n•\tEligible Costs: Public development and land development costs associated with design, construction, equipment, and implementation of the training facility.\r\n•\tOperations: La Plaza de Encuentro Gathering Place is responsible for operation, maintenance, security, programming, and management of the facility for the term of the agreement.\r\n•\tPublic Benefit: The Center must provide community programming and workforce training services consistent with the Operational Guidelines attached to the agreement as Exhibit D, pdf pg. 81. \r\n•\tReporting: Quarterly reports during construction and annual operational reports throughout the term of the agreement.\r\n•\tInsurance Requirements: La Plaza de Encuentro Gathering Place must maintain required liability, workers compensation, builder’s risk, professional liability, and other applicable insurance coverage.\r\n•\tCompliance: Developer must comply with all applicable zoning, permitting, ADA, and governmental requirements.\r\n\r\nBoard or Commission Recommendation: The Albuquerque Development Commission recommended approval of the Development and Disposition Agreement to the City Council on February 19, 2026.\r\n\r\nThis Resolution was heard by the Finance & Government Operations Committee on June 8, 2026. A motion carried on a vote of 5-0 to send the matter to the full Council with a recommendation of Do Pass.
