The RFP anticipates a two-year contract with two possible extensions of two years each, for a total term of six years. \r\n\r\nAnalysis: The City sought proposals from contractors for professional real property services for right-of-way projects (roads, sidewalks, new utility lines) and acquisitions where there are tenants involved. The responsive proposal from Tierra Right-of-Way Services LTD was scored based on company information and references (300 points); experience and qualifications (200 points); adequacy of project management and resources (100 points); past performance (100 points); project management plan and availability of staff and resources (200 points); and the cost proposal (100 points). \r\n\r\nTierra Right-of-Way Services scored 963.33 of 1000 points.  \r\n\r\nFiscal Impact: There is no measurable fiscal impact over and above existing appropriations. (Tierra) is a Phoenix Arizona land services \r\ncompany with a local office in Albuquerque that offers a full range of real estate, right-of-way acquisition, and relocation services. Tierra is a nationally recognized, multidisciplined firm with a strong reputation among public agencies for providing high quality land services. A state of New Mexico-certified Resident Business since 1996 (certificate in Appendix A), Tierra has offices in Albuquerque and Santa Fe. \r\n•\tTierra has become the Right-of-Way Specialist for the City of Albuquerque and \r\nmany other local governments in the State of New Mexico. Tierra is highly knowledgeable of applicable laws, regulations, and policies relevant to the completion of acquisition activities for local agency projects that require completing complex acquisitions and negotiations processes.\r\n•\tThe company has two contracts in place with the City at this time, one with MRA \r\nfor urban and regional development services and the other with the Department of Health, Housing and Homelessness for relocation services. \r\n•\tTierra is able to provide acquisition services in conformance with Federal funding \r\nrequirements Specifically, 2 CFR Part 200 federal procurement regulations and Federal Highway Administration (FHWA) right-of-way process governed by 23 CFR Part 710, 23 CFR Part 635 and 23 CFR Part 645.
