The grant will partially fund a new neighborhood park at Crestview Bluff that will provide accessible, family-oriented recreation within an underserved area of Albuquerque. The project will transform a vacant property into a fully programmed public space with a mix of active and passive amenities.\r\n\r\nAnalysis: \r\n• The executive communication is required for the Parks and Recreation Department to \r\nComply with Ordinance 2-11-17 which states “any application or proposal for a grant with a matching requirement shall be submitted to the City Council in the form of an Executive Communication for review and approval at the same time as the submittal of such application or proposal to any grantor. Executive Communications shall include an interoffice memorandum and a copy of the executive summary of the grant application or a copy of the grant application. The total City obligation shall be included in the interoffice memorandum. A fiscal impact analysis is not required to be submitted with the Executive Communication for a grant application.“\r\n• The Grant application is for a New Mexico Land and Water Conservation Fund (LWCF) which provides federal grants, often up to $500,000, for state and local community park, recreation, and conservation projects, requiring a 50% match. The program supports land acquisition, outdoor recreation facility development, and renovations.\r\n\r\nFiscal Impact: There will not be an impact to General Funds 110 or Capital Fund 305. The total project is estimated to cost $3,000,000. The grant amount $500,000 and there is a 1:1 local match requirement of $500,000 which will come from General Obligation Bonds. The remaining project funding could come from a mixture of additional grant funding, State Capital Outlay, and General Obligation Bonds.\r\n\r\nComments: Crestview Bluff park is located on the Atrisco Bluff about ¼ south of Central Avenue, It overlooks the Rio Grande, and the north and south valley. The Park is an infill project that will provide space for community connections, relaxation and physical recreation in an area more than a 10-minute walk from the nearest park.
