Council approval would authorize the Human Resources Department (HR) to enter into a contract for the services with two providers, Delta Dental and Blue Cross Blue Shield (BCBS). The RFP anticipates a four-year contract with each company, with no extensions. Employees will be able to choose a provider during the City’s open enrollment period, expected to occur in the early part of May 2026. \r\n\r\nAnalysis: The City received five proposals in response to the RFP. Proposals were scored based on firm expertise and qualifications (200 points); plan design and wellness programs (200 points); general approach (300 points) and the cost proposal (300 points).  Delta Dental and BCBS, both headquartered in Albuquerque, received the two highest scores. BCBS received the top score in cost (i.e., lowest cost), while Delta Dental came in with the highest cost proposal.  \r\n\r\nFiscal Impact: In FY/27, HR estimates that Administrative Services Only fees and dental claims at $5 million. The internal service fund (735) is expected to generate sufficient revenues to cover these projected expenses. \r\n\r\nKey Dates: New contracts must be fully executed prior to the open enrollment period.\r\n\r\nComments: In May 2024, Council approved EC-24-139, which awarded a four-year contract for the City’s group dental insurance to BCBS. Delta Dental had been the previous provider for several years. After hearing feedback about the about the new provider and its dental plan, HR issued a Dental Survey to request input from City employees about their coverage.
