The programs are designed to provide centralized housing guidance, tenant/landlord education, referrals, warm handoffs to services, and limited one-time financial assistance to help households (primarily 50–80% AMI for MIM) secure and maintain housing. The agreement was issued through a Request for Qualifications with annual renewals dependent on appropriations. The agreement includes detailed performance measures, reporting requirements, phased launch timeline (Jan–May 2026), and standard contract compliance terms.\r\n\r\nAnalysis: Attachment A includes a scope of work which details service requirements for the HRC and MIM. The contractor is required to launch the program in phases, train staff, provide timely responses, complete assessments, deliver referrals and warm handoffs, conduct outreach and education, build a landlord network, and use the Unite Us platform for referrals and data tracking. The scope of work includes extensive data collection, quarterly reporting, and close coordination with the City. There are specific targets for outcomes like response times, referral success, housing outcomes, and payment timeliness. The program is designed to prioritize accountability, data, and measurable outcomes.  \r\n\r\nFiscal Impact: There will be no impact above existing appropriations in Fund 110 for FY26. Funding includes $310,000 in recurring funding and $290,000 one-time funds from FY26. \r\n\r\nKey Dates: The following phases need to be completed by the following dates: \r\n• January 31, 2026: Phase 1 (Systems and Infrastructure) \r\n• February 28, 2026: Phase 2 (Training and Client Navigation)\r\n• March 31, 2026: Phase 3 (Soft Launch)\r\n• April 30,2026: Phase 4 (Expanded Services and Full Launch)\r\n• May 31, 2026: Phase 5 (Stabilization, Evaluation, and Long-Term Planning)\r\n\r\nComments: \r\n• The HRC and the MIM fill a community gap in services and resources by creating a centralized place for residents to go to get clear guidance, navigation, and early support before problems escalate into homelessness, while also addressing one of the biggest pieces missing in the system, the upfront costs of move-in or relocation and the navigation into appropriate housing. The program responds directly to documented issues such as fragmented services, lack of coordinated navigation, and financial barriers that can push people into homelessness, even when they have stable income. \r\n• A Request for Qualifications (RFQ) is a procurement document used to solicit detailed information about a vendor's skills, experience, and capabilities, focusing on expertise. This method of procurement was chosen being there is an urgent community need the program is addressing.
