This contract continues APD's existing relationship with IDEMIA for fingerprint identification services. The system processes fingerprints for multiple law enforcement facilities, helps identify suspects, runs background checks, and provides investigative leads. The upgrade provides better security, backup systems, and a more modern platform.\r\n\r\nAnalysis: IDEMIA will upgrade APD's fingerprint system from version 4.3 to version 5.x and host it in the Microsoft Azure Government Cloud. Under this agreement, IDEMIA will:\r\n• Move all existing fingerprint data and records from the old system to the new system during a 12-month transition period.\r\n• Host and maintain the cloud-based system, giving APD users access to the system.\r\n• Meet FBI security requirements and provide backup systems in case of emergencies.\r\n• Provide training materials and train APD staff on how to use the new system.\r\n• Include system upgrades (up to two major upgrades over the contract period) as part of the ongoing maintenance.\r\n• Add one additional license for latent fingerprint analysis and improve the system's ability to eliminate non-matching prints.\r\n• The fingerprint system stores finger, and palm prints from people who apply for business licenses, undergo background checks, or are arrested. APD's Identification Unit uses this system to keep records of fingerprints, mugshots, arrest records, and case outcomes for the City, Bernalillo County, and other agencies. The Latent Print Unit searches the system to match fingerprints found at crime scenes with prints already in the database.\r\n\r\nThe Administration states that without this contract, the Identification Unit could not process fingerprints from the Metropolitan Detention Center, Juvenile Detention Center, Prisoner Transport Center, or County Community Custody Programs. APD would also be unable to identify suspects, run background checks for new APD hires, or provide investigative leads from crime scene fingerprints.\r\n\r\nThis contract replaces the current contract for the older system. The Year 1 payment includes $399,000 to keep the old system running during the transition, plus $1,001,000 to build the new system. The contract does not require competitive bidding under City purchasing rules for security hosting services.\r\n \r\nFiscal Impact: The total contract is $7,076,333 over eight years. \r\nYear 1 (FY 2026) - $1,400,000:\r\n• $1,000,000 from a federal grant (National Criminal History Improvement Program)\r\n• $400,000 from APD's current budget\r\nYears 2-8 (FY 2027-2033) - $810,905 per year:\r\n• APD will need $410,905 more than its current budget each year (current budget is $400,000)\r\n• Council must approve this additional funding each year through the budget process\r\nYear 1 is covered by existing budget and grant funding. Years 2-8 require additional funding subject to Council approval. If Council does not approve funding in future years, the City can end the contract with 30 days' notice. Payment is due 30 days after receiving an invoice. Sales tax will be added to annual payments.
