The bill:\r\n• Adds a new Part 3 “Transit Route Network” to § 7-2-1-1 that provides clarity that a Major Service Change shall be implemented following the submission and approval of a Resolution proposing a Transit Route Network Plan, and that that Plan shall include the Service Equity Analysis, per FTA regulation. This new Part also includes specificity that the title and the resolve section of the Resolution shall state that the legislation is for approval of both a Major Service Change and a Service Equity Analysis.    \r\n• Adds two definitions to the Transit System Ordinance – “Major Service Change” and “Transit Route Network.” Note that the definition of Major Service Change mirrors the City’s Title VI program definition. \r\n• Requires that the Resolution includes 10 deliverables pertaining to the Major Service Change, including consistency with City and regional planning goals, funding sources, connectivity with the Rio Metro Transit System if applicable, how the changes align with service demand, proposed routes and schedule goals, connectivity to essential services, justification for the route changes, how the changes will be evaluated and other information the Transit Department considers important to implement the plan.\r\nAnalysis: \r\n• Currently the Transit Department is only required to obtain City Council approval for a Service Equity Analysis for Major Service Changes. Federal Transit Administration (FTA) Circular 4702.1B implementing Title VI of the Civil Rights Act of 1964 (42 U.S.C. § 2000d et seq.) requires recipients of FTA funding to conduct a Service Equity Analysis for Major Service Changes and obtain the approval for the analysis from the recipient’s governing body. \r\n• A Service Equity Analysis ensures that the Albuquerque City Council is fully aware of the potential impacts that service changes might pose on equitable access to transit service. Though, this requirement does not fully inform the Council about all of the other types of impacts that service changes might have on their constituents. Therefore, the intent of requiring Transit to provide additional justification for making service changes in the Resolution for approval is to address that issue.\r\n\r\nFiscal Impact: None\r\n\r\nKey Dates: None\r\n\r\nComments: After Council introduced the original draft of the Ordinance, Transit requested amendments to the bill that are now incorporated into the Committee Substitute.
