These are 3 of the 15 retail units that are planned for the Aviation Department’s Dream of Flight renovation of the interior of the Sunport terminal.  Build out and operation of the other 12 units was awarded to Fresquez Concessions of Albuquerque New Mexico.  \r\n\r\nTailwinds was one of three firms to submit a proposal to operate the three units. The other respondents included Southwest Brands of Albuquerque and Potbelly Sandwich Works of Chicago Illinois. Of the three firms, only Tailwinds proposed to operate all three units, Southwest Brand proposed to operate unit 1 and Potbelly Sandwiches unit 3.  The scoring of their proposals is depicted in the following table.  \r\n\r\n[See table on write-up]\r\n\r\nThe original Tailwind Deli started in 2001 and operated at Aspen-Pitken County Colorado Airport. In 2004, Tailwind Deli News and Gifts, Inc. began operating the concession at Wilmington International Airport, NC.  Soon after the company established a corporate office at Wilmington and expanded the location to a full-service airport concession, including catering services for private jet flights, conferences, and meetings. In the following years the company has expanded to serve small hub airports throughout the United States. Tailwinds operates pre and post security retail units at 41 small hub airports such as Durango Colorado, Green Bay Wisconsin, and Idaho Falls, Idaho. Albuquerque International will be the firm’s 42nd location and first medium hub market.\r\n\r\nTailwinds is proposing three food outlets, including, 1) an Indian Pueblo Kitchen, from the Indian Pueblo Cultural Center Northern Indian Pueblos, 2) A Smash Burger Franchise, and 3) a Frank’s Famous Chicken and Waffles. The term of the Contract with Tailwinds will be for 12 years. The shell space buildout of the units will be funded by the Aviation Department, Tailwinds will at its expense customize and detail the spaces. The Department estimates these three units will generate $200,000 a year in rent and profit share revenues.\r\n  \r\nFiscal Impact:  The cost to build out the shells for the project will be charged to the Aviation Capital Fund.
